Strangely enough, this rule doesn't prevent gun violence, but it does restrict individual liberty.

Shouldn't all firearms be a P80 if you wanted to prevent gun violence? The some-assembly-required is a barrier to entry that specifically targets those of a high propensity to commit crimes (idiots).
