No. The police suspected he was going to barricade himself, so they drove up using an MRAP, and he shot at them through the door. What would have gotten him killed is if those cops weren't in the MRAP. They would have had to return fire to end the incoming fire. Because they were sitting in an armored vehicle, there was 1: no real threat to them, and 2: they had no way of returning fire without exposing themselves. Realistically, they could have sat in the MRAP and let him shoot at it until he ran out of ammo.
This was my home town. SLCPD is pretty good with situational shooting training and hostage shots are practiced regularly.
In 2010 a soldier went AWOL with his full armor, helmet, and M4. Tried to get to the roof of a hotel. When an SLCPD cop drove up the soldier started shooting through the windshield and hit the cop in the leg. The cop out of the car, rolled, fired three shots at 75 ft, and hit the soldier right in the face.
In 2013 a man broke into a house and started stabbing the sisters who lived there. They ended up on the split landing of a basement staircase with the man holding a knife to the hostage throat. In almost pitch black, an SLCPD officer took a single shot and hit the hostage take in the forehead as he went to stab the hostage in the throat.
There are a lot of really good shots with SLCPD. A lot of terrible shooters too, but they actually invest a lot of time into precision shooting.
