Doing some quick history on Wikipedia:
16th Amendment (1913) - The federal government can levy an income tax. Was in response to SCOTUS ruling in Pollock v. Farmers' Loan & Trust Co.
Pollock v. Farmers' Loan & Trust Co. (1895) - overruled the Wilson–Gorman Tariff Act. The Farmers Loan & Trust Company (now Citibank) provided a list of all their shareholders to the Department of Treasury to better identify who should pony up. Pollock, who owned only 10 shares of Farmers, sued.
Wilson–Gorman Tariff Act (1894) - Imposed a 2% tax on income >$4,000/year so they could reduce tariffs on imports.

You will hear progressives make this scummy claim that because "blue states" pay more to the federal government, that they should have more say in the federal government.
This would not be the case if not for the 16th Amendment. 16A excludes income tax from the apportionment rule under Article I, Section 2, Clause 3 of the US Constitution. Direct taxes, like House Representatives, are supposed to be proportional the population of the member States.
