Creality CR10 S5 is the cheapest one I know of that has a 20 inch (500mm) square print size.
Creality's Ender 3 is considered the best budget printer, so I assume the CR10 S5 is the best budget large format printer.
If you're talking about oil filters though, a 3D printed one won't hold up. They might last a little bit if your oil feed line diameter is 0.22 inches, but anything larger than that is just going to explode.

You don't print the whole filter. You print the easily replaceable baffles, and use a metal tube.
