It’s like 12 if hunting with supervision, 16(?) without supervision, and although there is a law against those under 18 having “dangerous weapons” (which includes firearms), there is an exception for long barreled rifles and shotguns like Kyle was carrying. They are still charging him for having one, but the exception is pretty clear.
