The text presented on Congress.gov says what they want the bill to do but nothing about how they actually intend to do it, including striking FOPA 86, that's why I said this is dead on arrival. It's a wishlist, not legislation.

As part of the Firearm Owners Protection act of 1986, which revised the Gun Control Act of 1968 per section 18 U.S.C. 926 the U.S. Government was forbade from creating or keeping a registry directly linking non NFA firearms to persons who reside in the United States.
The Government is allowed to maintain records on Firearms involved in an active investigation of a crime, but not on the sole basis of ownership.

No such rule or regulation prescribed [by the Attorney General] after the date of the enactment of the Firearms Owners Protection Act may require that records required to be maintained under this chapter or any portion of the contents of such records, be recorded at or transferred to a facility owned, managed, or controlled by the United States or any State or any political subdivision thereof, nor that any system of registration of firearms, firearms owners, or firearms transactions or disposition be established. Nothing in this section expands or restricts the Secretary's authority to inquire into the disposition of any firearm in the course of a criminal investigation.
This is part of why the ATF's 4473 records are either in shipping containers in a parking lot, or scanned into non searchable PDF files (which there has been some mild legal action about even this effort to maintain 4473's) to resist compliation of a "computerized database" which they tried to do and had to delete.

There used to be kits to put spacers into old A1/rifle buffer length stocks to use newer fancy carbine length buffers, I have to imagine they're still out there.
Far as the lower, I think it's legit, the rest of it is a bunch of larping faggotry in my opinion. Putting a bunch of gucci bullshit on an AR to save 2.7 pounds when a stock AR15 is already only 6.5 pounds seems silly. I do like removing the forward assist, all of my uppers are slick side, I like ambi controls but as a whole gun losing 2.7 pounds and paying 1700 boggles my mind.

Seriously tho. If you don't go with the Glock 43 because it's lacking a manual safety (or hate how it feels in the hand like I do) check out the Shield, they're both real popular for a reason. The Hellcat's not bad but I still hate Springfield armory and anything else is just not so much better than the 43 or shield for the dosh.
Fairly sure the shield has a manual safety variant, I know the shield EZ does so I see no reason the basic shield wouldn't. "Cerakote color" is Enamel Rustoleum Red. Spray it, bake it, tuck it. Comparison.... Ryan Reynolds... No real reason it should be popular, it's not the prettiest, or the best, but it could be worse.
