Why are you worried about your split times from a draw when in real life you have to factor in things like positive ID.
Were taught to shout and show before shooting. I think you could squeeze in cocking the hammer unless your plan is to quick draw on some fucker as if he's just a steel target down range.
Cocking the hammer or racking the slide can be thought of as another step towards de-escalation in the same vein as "show."

It goes along way especially in the aftermath of sitting in a courtroom. But that's what I was taught considering it was a class to conceal carry in residential areas as opposed to say an active warzone. The situation will call for what's appropriate, I'm just pointing out it's not strictly incorrect to carry not ready to fire.
